Include vlconfig.h to get relivant platform info like if we need declspec stuff or not.

If DT_USE_DLL is defined then DT_NEED_DLL_DECLARATIONS will be turned on. for building the stealth library you will still need to declare DT_DLL_LOGGERCONTROL in the project file for platforms like unix where this is not needed This also will be called in you do not define DT_USE_DLL
