Detailed Description

Maintain mappings between handles and network addresses The mappings are assumed to be propogated through the network to be used for establishing multicast groups.

The mappings are delayed to allow the propgation to take effect.

Address maps require some time to propagate to remote federates. Addresses used for sending data should be added to the delay pool. Query the pool to determine if the address can be used. Deleted or expired addressed should be removed.
