Initializes the RadarFx connector system.

Parameters
dePointer to the display element
Returns
True if initialization was successful, false otherwise

Initializes the RadarFx connector component, installs the DtRadarFxConnectorTicker to get it updated every frame, and registers message handlers for SAR messages. This function must be called before any other RFX-related functions.
