The condExpr passed in must be of type DtCeEntLeftOfLine. Checks to see if the entity in the DtCeEntLeftOfLine expression is left of the phase line given in the DtCeEntLeftOfLine conditional expression. If it has, returns true. If the modifier flag in the DtCeEntLeftOfLine expression is true, expands the test to return DtTrue if the entity and/or any of its subordinates is left of the phase line.

Implements DtEvaluator.

Returns a newly created DtEvalEntLeftOfLine.
