DtMountingController; models rotation of a launcher.

DtMountingController is a controller that generates the azimuth and elevation controls needed to manipulate a launcher.

End User Description: Given a target location to aim towards, it generates the control outputs necessary to rotate a launcher into position.

Uses Descriptor Type: DtComponentDescriptor
