DtRadarObjectSensor extends the DtSignatureObjectSensor with the capability of publishing an emitter system.
End User Description: This sensor has all the functionality of the DtSignatureObjectSensor, but additionally publishes an emitter system to the network. The sensing functionality is exactly the same as the DtSignatureObjectSensor. The emitter system can be toggled on and off using DtSetEmitter messages, which are accessible in the GUI. When the emitter system is toggled off, the sensor will no longer detect any objects.

Compute the degree to which a radar jamming attack on this entity is successful in degrading the sensitivity of this sensor.
It returns a modifier that is applied to the sensitivity of this sensor, so should be a number between 0 and 1 where 1.0 is "no effect" and 0.0 is "completely jammed."
The implementation here computes r = attack/defense and returns 1/(1+r^2). Thus when attack = defense, r^2 = 1, and the modifier is 0.5. Squaring the ratio results in a change of output by about x% when r changes by x%, when r is near 1. E.g., if r = 1.01, then the output will be about 0.495.
