To support 64 bit precisions, this needs to be true the internal GPU culling and lod will then zero out the viewing translation and subtract this from each instance's 64 bit transform.
If this is false, the 64 bit values for viewing and projection are simply cast to 32 bit values and sent to the GPU. Same with the 64 bit transforms of the instances
