A DtSignatureModifierEvaluator that scales a signature with a.

polynomial whose coefficents are defined in modifier file. Based on the check of a boolean condition. This is an abstract base class for any actual evaluators that do this check. Requires that a DtCoefficientsSignatureModifier or subclass be passed in.
