The DtLocalWindObjectManager manages and sets values for a DtLocalWindObjectAgents. The DtLocalWindObjectManager is usually accessed through the DtEnvironment. You can addLocalWind, removeLocalWind in the DtEnvironment and it will communicate to the DtLocalWindObjectManager to create or destroy a DtLocalWindObjectAgent which will create or destroy a DtOsgEarthLocalWindObject (via vrvCore/DtLocalWindObject) and call the osgEarth API.
