This message will perform multiple functions in that it will allow for the retrieval of msdl to SIDC mappings from the requested back-end as well as allow for saving the mapping for future use.

Actions to take with this message (default is request). ModifyAndSave will replace existing mappings with onces found in the message and then save out mappings file
