Filters the contents of a DtManagedObjectList using a spatial organization to generate a list of only the objects potentially in the specified region. After creating the DtLocalizedManagedObectList, call localize() with the extent of interest.

Note: This list does not automatically update to any new contents of the DtManagedObjectList passed in. localize() must be called each tick to refresh the list.
