DtRotaryWingActuatorDescriptor; descriptor for the DtRotaryWingActuatorComponent component.

A DtActuatorComponentDescriptor that has additional information needed for providing parameters to the kinematics-based rotary wing model -- maximum lift, yaw, pitch, and roll scalar accelerations.
