This stores the mode code exactly as specified by the DIS 1278.1a and RPR FOM 2.x standard.
It is a packed octal value. For ModeCode1 there are 2 octal values with the right most value ranging from 0->3. None of these rules are enforced by the state rep. Please consult the correct standard what can be transmitted on the wire.
