This constructor will create a new state data using the object manager and entity type, but, not add this state data to the sim object manager. This DtGuiLocalObject will take ownerwhip of the created object, and, when this object is deleted, the state data will be deleted as well. This constructor is used to get access to the write methods in the state data in a convenient form, and, this object is only expected to be used with the constructor in a thread safe (i.e. in the main thread only) manner.
